Is something is missing from this article ? Since when do judges determine things like this ? Was there a lawsuit ? Otherwise it seems like the judges are overstepping their powers and legislating.

Outside of the fact that I don't think Judges should be allowed to tell us what we need/don't need bravo to them for now allowing another government agency to be created...

The LAST thing we need is more agencys in government...

Actually, four of them do. The two that voted "no" were in the flooded area.
