EPA: Beverly Hills man must remove dam in Fillmore

This incomplete story leaves more questions than it answers.
Why did Van Trees construct the dam in the first place? And if something is that detrimental to the environment, why did it take a year to do something about it?

Well, the story does say that the purpose was "to create a crossing." Why he didn't just through a 2 by 12 over the creek, I don't know.
State and Federal agencies are bound by procedures. This is a good thing because it is very easy for a bureaucrat to abuse his or her power. That is why bureaucratic things take so long, but generally as a consequence the right thing gets done.
An object lesson about someone who thought it was a good idea at the time, but didn't understand the consequences.
