Acting within one's authority and doing the right thing may be, and are in this case, two different things. Obviously Ms Breuer is making an excuse for Evangelatos' actions. The raises were egregious and wrong especially given the recent layoffs and these very difficult financial times. Also... there may be much more to what is going on at Fernley City Hall than is surficially evident. Ya suppose???
