Bullying allowed by bad parenting

When a child acts out with bullying, it shouldn't go unnoticed. However, when brought to the parents attention, it is their responsibility to seek all necessary recommendations to prevent future bullying behavior. I have a neighbor who is starting at a very young age. She is only 6 & her mother encourages her to do so. I had to stop my daughter from playing with her due to her language & violent temper tantrums. She calls her mom names & cusses at her and her mom just ignores it. I think that this is a very serious problem, yet she thinks that it is nothing. She hits her baby sister, calls her grandma fat & lazy & again, no consequences. The kids at school don't want to play with her so this is the reason that I allowed her to come to our house because I felt sorry for her. When the mom never spends time with her, this behavior is expected to continue. I really feel bad for the little girl because her mom has stated to me that she loves her baby more than her 6 year old. How can anyone say that? She needs therapy & a parent to spend quality time so that she will look for positive feedback & not act out in anger. She was a bad influence on my daughter but it isn't her fault, this I have to say is the mother's.
