Goodwill/charitable organizations collection bins

Is it a crime to take items placed inside of Goodwill drop-off bins? And is it a crime to take items placed at the Goodwill(or any other charitable organization) bin but on the ground outside of the bin?
Personally, if it's not then I think it should be. You could place the items with the trash on trash pick-up day if you just wanted to throw them away. If the items are put into the bin or placed against the bin or at the bin site this indicates that the person that left the items wants to donate them to the bin's charitable organization.
