I do remember after the rockfish moratorium was relaxed around 1990 or 1991 being asked to report the number and size of the striped bass I was catching (everybody was, I thought). There was even a form to fill out and/or a telephone number to call.
I also remember being boarded by the Marine Police around the same time while fishing the Bay between Point Lookout and Point No Point. They were looking for illegal Rockfish and quizzed me extensively (while playing dumb) as to what the rules and regulations were concerning catching and keeping Rockfish. I didn't have any Rockfish on board at the time but they even went so far as to separate my 6 year old son from me at the other end of the boat and asking him where his Dad was hiding the fish!
They had detained me just long enough that it was going to be dark by the time I made the two hour trip back to Monroe Bay. Ironically, about 20 minutes after they de-boarded, we landed a 35" Rockfish as I was reeling in my lines to go home!
