What can I do about this collection agency?

What can I do about this collection agency?I just received a notice in the mail from NCO Financial (collection agency) trying to collect payment for a charge card I opened back in 1998. The card was closed in 1999 and I wasn't able to pay the amount so it was charged off and on my credit report for 7 years. It fell off a couple years ago, but now this new collector has sent me a notice that they will put it on my credit report if I don't pay. I didn't think they could do that. I have the money to pay it now, but I don't want to. I went through 7 years with that thing on my credit and I think that's payment enough. What should I do. I am going to write them and dispute it, but what should I say? Should I tell them about it being on my report already for 7 years? Please help!!
P.S.- I already know about the 3 credit bureaus and how to contact them for disputes; I just need info on what to say to THIS collector. Thanks.
