What I am trying to figure out is how the Northern Navajo Nation Fair Board changed the plan of operation without notifying the Northern Avency Council? The ACMA-59-87 reads:

"This plan of operation may be amended from time to time as it deems necessary by the Advisory Committee of the Navajo Tribal Council upon the recommendation of the Shiprock Agency Council and the Board. The Plan of Operation shall take effect upon approval and shall supercede any and all resolutions or plans of operation that are in conflict or inconsistent within this Plan of Operation."

The law plainly states that "the Advisory Committee of the Navajo Tribal Council upon the recommendation of the Shiprock Agency Council AND the Board." Not the Board by itself can make the recommendation to amend the Plan of Operation. To me it sounds that the Board most likely bypassed this procedure in the law. I strongly believe that the Amendment that was made to the ACMA-59-87 should be challenged in a Court of the Navajo Nation to determine if proper procedures were followed and if the amendments are lawful!

Then comes the next question. Was the Northern Navajo Nation Fair Director Properly removed from his position?

The ACMA-59-87 regarding the Fair Director reads:

"The Director of the Northern Navajo Nation Fair shall be appointed by the President of the Shiprock Agency Council. The appointment shall be of a permanent status and shall only be removed by a majority vote of the Shiprock Agency Council upon just cause and he/she shall be offered due process of law in removal proceedings."

Was the Northern Navajo Nation Fair Director properly removed?

On December 18, 2011 a Resolution 12-18-11-037-SHIP was passed by the Shiprock, NM community. This Resolution was a recommendation to the Navajo Nation Council to recind the ACMA-59-87.

Instead of taking the direction of the Shiprock Chapter Russell Begaye Navajo Nation Delegate Shiprock Agency proposed amendments to the ACMA-59-87, which were not available to the general public and somehow after failed attempts got the amendments passed I heard. With these amendments they selected Mr. Harry Descheene of Cudei Chapter to be the Fair Director for the Northern Navajo Nation 2012.

Was the former Fair Director legally removed? Donovan Begay was the interim Fair Director wasn't he? What happened? And was Fair Director Lloyd Smith removed with "due process" and the required majority vote of the Shiprock Agency Council?

In the ACMA-59-87 at "IV. Board Membership, Selection and Term of Office" paragraph E.:

The Shiprock Agency Council means Chapter Officials, Navajo Tribal Council Delegates, Grazing Committees and land Board Members fron 20 Chapters of the Shiprock Agency.

Good job putting your own agenda before the Peoples Mr. Begaye! Whether these actions were done legally I am sure will be challenged in a Court of law in the Navajo Nation!

Wastful spending by the Northern Navajo Nation maybe? What was the deal?

What I heard was that Russell Begaye and the Northern Navajo Nation Fair Board was to chip $23K in for making the 100th Annual Northern Navajo Fair magazines and that Daily Times was to Share that costs and also put $23K into making the magazines.

Then when that was done the Northern Navajo Nation Fair Board would pay $40k for the finished magazines!

So what happened? Why are there boxes of 100th Annual Fair magasines piled rotting behind peoples houses!

Help us out Gadi Schwarts and figure out what happened?

But, when I was at the Fair Board meetings last year I did not hear that deal? I heard that the Board was in a joint venture with the Daily Times and that we were going to profit about $377,000.00 from the magazines? One thing the Board forgot to take into consideration was that Navajos don't but magazines.

There are also piles of 100th annual Northern Navajo Fair posters plied about four feet high in the Temporary offices last year when the fair was over. I think that there was about 10,ooo left!

I saw people trying to sell the magazines for a DOLLAR and hardly any people were buying! Maybe 1 or two an hour?????

There was also another magazine for the 100th annual by the Shiprock Historical Group. Their magazine was a better quality made magazine!
Did the Northern Navajo Nation Fair Board allow these to be sold at the same time?????

If that was your own money I wouldn't care, but that was the Navajo peoples' money! Hope that you do not get anymore money from the government (Navajo owned casinos) to waste this year!

Navajo President Shelly Makes $100K Available for Shiprock Fair

WINDOW ROCK, Ariz.– Navajo Nation President Ben Shelly made $100,000 available to the 101st Annual Northern Navajo Nation Fair when he signed a memorandum of understanding Wednesday morning.
The MOU was created after the Northern Navajo Nation Fair Board passed a resolution on Sept. 20 asking the Navajo Nation Executive Branch for financial assistance for the fair.
“I’m happy with the MOU and we are going to move forward with it,” President Shelly said after he signed the MOU before nearly a dozen people.
The meeting had members of the Northern Navajo Nation Fair Board and the Navajo Nation Museum.
The MOU outlines the roles and responsibilities of the Special Events Section of the Navajo Nation Museum. The office will assume management of most activities including the parade, concerts, the rodeo and the Indian Market.
In addition, the Navajo Nation Museum will be responsible for the financial management of this year’s fair, including gate fees and other fees collected.
“When I say transparency, I mean we have to make sure all the money is counted for,” President Shelly stated.
“We want the fair to run smooth. This is the oldest fair on the Navajo Nation and is a very traditional fair. We need to make sure everything runs smoothly so our People can enjoy this time when we transition into fall,” President Shelly said.
The 101st Annual Northern Navajo Fair Yei’ Bi’ Chei’ is scheduled to start later this week, but most of the other events like the carnival, community Bar-B-Que, along with other events start Thursday, Oct. 4 in Shiprock, New. Mex. The fair concludes on Oct. 7.

Another Russell Begaye failure? Just my opinion. Actually the Northern NAvajo Nation is a failure!!!!
25 years of money tranferred from Shiprock to Window Rock throught SNFI, Navajo Nation Museum, RBDO-SR, Alta Bowman and etc. This is just my opinion

Get rid of the defunct Northern Navajo Nation Fair Board and recind the ACMA-59-87! Give it up you failures. The Board could not even read the law. The law was supposed to be recinded, what is our delegate doing amending the ACMA-59-87. The Board is only trying to arrange the law so that it favors them. To me it seems like corruption at it's finest. To me it seems that the money made will end up in Window Rock again (25 years). So the other Navajo Fairs are run by Widow Rock? Stay out of Shiprock? Give the Fair back to Shiprock Community!
