Interesting, but apparently nothing to see here. A little water is dumping from a bad valve. Ten million gallons of water would blast some nearby structures if it collapsed like an above ground swimming pool. People standing anywhere close or biking down that sidewalk would go for a ride.
These tanks are situated all over the region. Pay close attention to the ground as you land or take off from Metro as they can be seen.

Now the news said the tank may have been rusting. If the side by the road blew out you could have a tsunami that would send cars into the houses across the street. It already leaked a million gallons.
