Actually, I heard this water had not passed into the Livonia system. Therefore, this $10,000 loss will be socialized by all combined communities served. We pay for their losses too when it happens to those other places. It's a lot like exchanging underwear. You still suffer.

It was just free money for Kwame and Ferguson. So many people pay the bills and the skimmed amount is so small in relation to the total that they thought nobody was hurt. Everybody has a hand in our pockets and it adds up to holes in our pockets. I'm willing to pay my share of the bill to feed them at Milan or wherever they land.
