Look lady if you have been working on this issue for generation you are a complete failure because like obozo the solutions you have applied to the problem haven't worked the problem is worse now than it was years ago.

Try this simpler approach from economics 101 in the real world.

what you tax you get less of what you subsidize you get more of.

Now you want business and people who work for a living then you have to make it attractive for them to come to your lame broken city.

The People of NY have created enterprise zones. if you move or start a new business in those zones there are no taxes for ten years to give you a real chance to establish a thriving business.
Just keep the greedy unions out of those zones and everyone will win.

you want no more gangs no illegal immigrants, no welfare queens crooks, arsonist, corrupt union morons in city hall tax the hell out of them. Pile lots of paper work on them.

This worked when you drove business out of Detroit years ago and it could work on your problem now.

Face it lady what you got now isn't working and isn't going to work any time soon.

time to think out of the box and apply new solutions to your problem.

To hell with the aclu and naacp save your city or watch it sink further into the hole.

cause the way it is now no one is moving to Detroit unless its for more welfare or better drugs.
