Seems like a settlement to me........

A federal judge ordered Farmers Branch to pay legal fees of challengers after the city rule was found to be unconstitutional. The judge also asked all parties to mediate a settlement on costs.

The settlement ends legal matters involving that version of the rental ordinance. Farmers Branch still faces additional lawsuits over a new version of the rental ban.

The Farmers Branch City Council agreed yesterday to pay $250,00 to apartment operators and $220,000 to advocacy organizations who sued.

No, NOTHING is settled. If you have proof of this you need to FIGHT it. Organize and FIGHT it. These danged government people can't bleed turnips. IF you don't have the money, you can't pay it. YOU all should be holding those officials accountable for your tax money; not have them do as they wish as practice for the big one in Washington.
