Traditionally, you would say that parents would be more cognizant of the children "playing around with things" but this is an event that the parents have to explain the details. Charges could be pending if gross negligence caused his death. No worse way to ruin your picnic and tarnish your summer than to let your child wonder off, jump in a river and drown. Police may be stumped on this issue. The jury is still out there on this one.
