Belmont County water rate hike approved

How can you justify this rate increase and how much is it going to be? We conserve here as much as humanly possible and yet my bill keeps climbing already - now $45.40/mo. With everything else sky-rocketing and people on fixed/no income are being "buried", why is this rate increase necessary?? No where can I find what this is going to cost me - I'm going under now!
