Does the bill allow for hiring a professional arborist( not just a tree trimmer) to evaluate trees on city right of ways to lighten and relieve stress that causes broken limbs and splits during storms causing eventual loss of the tree?

No, it requires all trees on right of ways to be planted under powerlines so they can be butchered later
