What a joke. Why didn't your article describe Duncan's failed attempts, yes attempts (like 3), to get his Class IV license. Portsmouth would still be out of compliance except for paying another person with a Class IV to do Duncan's job. Are you or the readers aware of this? So now instead of a tailspin without Duncan, we are in an accelerated dive, heading straight for the ground.
