new dollar store in radburn

does anyone know of the process by which a dollar store came to buy and renovate the vacant building on fair lawn ave. in radburn (adjacent to chase bank)? i'm just curious how and by whom the decision and sale was made, what factors went into it. i don't have any issue one way or the other, just wondering what led to the long-empty building finally being bought or leased. any info will be helpful.
