What I personally would like to see is the Legislature introduce and pass a bill which would 1.) give significant tax credits to companies which allow their employees to telecommute (work from their home office) and 2.) give equally significant tax credits to individuals who telecommute. If we did that, the effect that would have is less people would be on the roads because companies would jump at the chance to cut overhead by letting their employees work and home and receive the tax credits. That means lower fuel consumption, less environmental impact from carbon emissions, less wear on the roads, less congestion for those who do drive to work, not to mention extra cash in the pocket to spend and recirculate into the economy rather than sit in the general fund. I would also imagine such a tax credit might actually help start up new businesses, which is a nice added bonus.
The University of Hawaii could also help out by possibly trimming the cost per semester hour and making tuition lower for classes that are "after" 9:00 am and "before" 4:00 pm cheaper than classes that are "before" 9:00 am and "after" 4:00 pm. If we did that, students would have an incentive to register for classes later in the day because they'd be cheaper, taking even more people off the roads and yes, giving the students (and parents) more money to spend.
I'm sure there's a lot of positive things we could do to encourage people to stay off the roads.

I have biked this- a biker goes down to Farrington Highway and then crosses at Leoku intersection at a marked crosswalk and then back on Farrington at-grade and then throughout the entire journey able to bike without having to compete with cars on their own dedicated path up the hill back on Kunia Road past Honowai Street and cross Kunia Street at this pedestrian activated crosswalk next to the H-1...this is much safer than the six inch shoulder with cars going 60 mph against your ankles brah over the Farrington Highway Overpass- get real- you never biked the area- otherwise you would know Cabanilla's proposition is a safer one to employ. In all of my years of travel everyday on Ft. Weaver- I have never seen a biker take the over the bridge route but rather see 100% go at-grade below and use the sidewalks...reality is the six inch shoulder that would be lost for a stretch over the bridge can be used to serve some 50,000 vehicles and create a whole new lane....get your priorities and facts straight.

If you look at the color photo in the article, look at the yellow car in the middle. That is where a biker would have to be if they came over the bridge down the hill. None of us bicylist ever use that route that I know of and I have never seen any one else use that route over the bridge either. The first person to state they use that route and bikes next to that yellow car in the morning commute is a liar or plain stupid. See the sidewalk in the photo? Would you send your kid over the bridge or do you favor the sidewalk?

I challenge any biker to bike over the bridge during traffic times and try getting up to Kunia sandwiched between the cars in the photo. Any one who claims they take this route is a liar.

There are ways to create protected, well-lit pathways over significant distances.(Light poles on roads and bikeways in Scandinavia are very tall, and there are no wires to steal). The cost of protected bikeways is miniscule compared to new roads or rail. The task will be to keep it simple and maybe start in places with the most space. You have to begin somewhere or bike plans will just go back to the ditch!

Just a reminder for those who want an alternative to driving, and tax breaks for yourself and your employer as well. TheBus now has the BONUS program with breaks for employers and employees. I WOULDN'T DOUBT IT, IT'S DOUBLE PAY
ALL-DAY-WAY.. She probably never experience in her life try to commute
in heavy traffic like everyone out there...give us a break!!

Ok, I drive out of Ewa every day and return every evening and while both are a pain it's going IN to Ewa that is the most troublesome during Evening Rush hour. Lets not take our eye off the ball though, the EWA PLAIN traffic woes will not be solved with band-aids. Full blown new access points to the freeway and a full three lanes in and out are the only solution.
