Carroll needs to go to finishing school. OF COURSE residents in the area are going to voice concern when an idea as dumb a toll is proposed. Maybe if "they" would give us a good idea, we might agree with it. Wouldn't you voice your opinion if a jail or halfway house were going in next door to you? Well, our highway is a jail on highly congested days, we cannot get anyplace. So, yes, the residents are going to voice their opinion, like it our not, and the trust is, some of those opinions may stink as much as yours be were are all entitled to think what we want.
