I am hoping there was an internal done on this. The video tells a different story. Regardless of a resisting charge, the officer was wrong in what he did shown on the video. When you police your own, even during wrong doing, you can still come out of this looking ok. If they've covered this up, heads got to roll.

Great! Skokie Police brutality becomes international news! Time for a police dept housecleaning in Skokie; stop having the fox watch the chicken coop and have an independent investigation of the entire force and its hiring practices.
