the dude is a junkie, and the reason they steal from stores is support their habit. Still think we don't need a methadone/suboxone clinic in Watertown? If they would start a clinic here, where 13% of the population in the city are heroin addicts, the businesses in the area would see a dramatic drop in theft. If they really gave a shit about your business, home, or you, A clinic would be established. You would be much safer and you would see a drop in theft. real simple but then that would take away all the fun and expense of locking them up. you pay $40,000 a year to keep them in jail.
