What is the criminal history of the victim? What do neighbors say about the victim's life style via prior observations?

Uh... no.

A CCW does not give the holder of the permit carte blanche to blaze away every time he or she is in an emotionally stressful situation. I’m sure there is someone here who can quote chapter and verse.

The standard is the same as for police officers; use of deadly force is permitted if there is a reasonable fear of serious harm to self or others (admittedly the wording of the law is a tad bit more complex).

Thus, if the guy is stealing or has stolen your car and is speeding away, you DO NOT have the right to blaze away at him. If the same person has your car and is trying to run you down, or makes clear the intention to run you down, then you most certainly have the right to protect yourself.

The issue here is if the fellow who did the shooting feared for his life and safety, or if he did the shooting to prevent someone stealing his stuff.

It turns out to be Rap Music Celebrity 50 Cent. 50 Cent was in the area promoting his new record label when he was abandoned by his homies in Richardson's Grove while taking a pee break and they madoff with his Mercedes SUV. This was the tenth time he has been shot at close range.

I do think you may be correct Mr Wackenhut. Liability issues involved in reporting names to the public of dangerous insane criminals with so many ambulance chasers in the state. Can we get a couple of initials at least? Serious investigative reporting here. How's that toxicology report going?
