100% return from 92 community stakeholders out of 6000 folks in Estes Park...hmmm. How were the "stakeholder" selected?

that there is more collaboration. Everyone wants to feel there opinion is worth something. So, now after all the collaboration, opinions, thoughts, ideas, meetings, conversations, committees what are the results? Talk is cheap without actions. What has changed? What is being built? Torn down? Enhanced? Added? Deleted?
Basically this survey is an artifact for Frank Lancaster's performance evaluation since no solutions came out of it.
