FHP: Family's car missed barricade cables

The story is sad, however the cables would have probably prevented the car going into the canal. Sad just a couple of feet could have saved the lives of 3 people, 2 of whom are children...
However my concern is with the citizens who stopped to help and the caller stating...No, No one was willing to help...???
Maybe its just me, I would have called 911 1st if someone was'nt already doing so, then helped as much as I could... Break out a window, start pulling people out if possible.. maybe thats just me..
Ive stopped plenty of times and helped people out mostly on motorcycles...One was to far beyond help, probably would have died if I tried...If he died still remains a mystery to me to this day..
The other guy just could'nt walk and was sitting in the road so I just talked to him till help arrived. He even said thankyou.
Other times there was just brain matter left all over the road :(
Isnt there a law saying you must aid people in an accident?. You cant sit by and wait for someone trained to do so, its human life and you must act right away.
All to often we see everyone gawking and driving by accidents and not helping... This is preposterous!
