This is nuts. DNA should only be collected when a serious violent felony conviction has been made and it has gone through the appeals system. This is a serious crime in itself for private rights issues as well as medical issues.
Next you will be wanting to pass a law that allows people to be arrested for traits in their DNA. Your playing tight rope as God. Humans really know how to mess things up and think the next big problem fix is to make more rules and take away our rights.
