"The new pick-up and drop-off location in Pojoaque has also been moved to Buffalo Thunder Resort."
What this in reality means is that if you live in the Pojoaque Valley you have to drive for miles to catch the bus that now serves a resort/casino that doesn't pay the tax to support this service.
The people who do pay the tax get the short end of the stick.
How did this happen?

Buffalo Thunder is going broke, costing the state anticipated revenue from gambling skimmings. So the 'logical' answer, the state re-routes traffic to Buffalo Thunder's front door.
