Is being named to head one of Erie's authorities a "lifetime" position?

John Horan has been the head of the Erie Housing Authority since 1977.

1977!!!!!

How old were YOU in 1977? Were you even born?
1977 is when Jimmy Carter came into office--36 years ago! Mr. Horan will soon have outlasted 6 American Presidents.
He's also been serving in the position longer than any current United States Supreme Court Justice.

Unbelievable.

Moreover, one of the housing authority complexes is even named after Mr. Horan. Do Erie residents even realize how absurd it is that a still living and "sitting" director of the Housing Authority has one of the buildings he undersees named after him? This would be unheard of most other places. Why is it acceptable here?

Is the Housing Authority head a lifetime appointment in Erie?

His is the third post today I thought reasonable until I thought more about it. Why remove someone from the scene just because of long service? If that were the case I'd say Jesus should be the first to go.

Horan has been what and who he needs to be to stay in power. This includes kissing the asses of Tullio and Savocchio.

Don't forget, the housing authority has had millions upon millions of dollars in contracts to award and employees dozens of people. You give a job or two to someone connected, your job is safe. Funny how Horan was desperate to get his buddy John Evans on city council. Evans who is on the housing authority board and approved his salary.

Horan's divorce must have cost him a pretty penny since he still has to get his old wrinkled carcass up and out of bed and leave a new wife that's young enough to be his daughter to drive from Glenwood Hills in his $80,000 car to preside over his taxpayer funded empire.

Hey, leave my Johnny alone. He did a fine job for me and I had to reward him with that job before I passed. I even remember when Johnny thought the grass was greener elsewhere and left for a larger paying job (Delaware Co???), but he got clobbered and was homesick, so I got him back and look at how he has grown. He is getting pretty old and will be joining me very soon in pig heaven.

Is John's $80,000 vehicle another "perk" provided by the position?

Housing Authorities are already some of the biggest abusers of tax dollars when it comes to vehicles.

Horan is staying around till his daughter gets elected mayor. You see the mayor appoints his job and John wants to name his replacement and he can't do that with Joe in office. Is Horan doing a bad job ? Not really besides being a really big a- hole. I heard he treats his employees bad. But then is he doing a good job? No not really.

Look at all the good things he has done. He kicked out all the thugs who all lived in the projects, and scattered them all about the city. Talk about creating diversity in the city of erie...the man deserves more awards!!!!!!!!! jessica should give him a commendation at the next city council meeting!!!!!!!!

The guy did good. He also stayed too long. No one should be leading an authority for nearly 40 years until they did while still in the post. That's just crazy.
