School board member resigns in Upper Darby

UPPER DARBY — Marian Rucci, an Upper Darby School Board member since 2006, tendered her resignation effective
immediately at a recent board meeting.

Rucci said her employer, PNC Bank, prohibits its employees from holding public office. The bank announced the
decision in May.

“My employer changed the rules of ethics,” Rucci said.“I do intend to go back into my service on the other side of the
table as a parent advocate.”

PNC spokesman Fred Solomon confirmed that “PNC has asked a number of employees who are on boards to exit those
posts.”

“PNC has always required employees to ask permission to participate in boards and agencies,” said Solomon.“We have
always asked employees to abstain from votes that affect PNC’s position with the organization.”

Apparently, the recent requests for employees to vacate local school boards and government positions are an effort to
avoid the appearance that PNC swayed any decisions.
“PNC wants to preserve its opportunities to do business with agencies in the future,” he said.

With recent expansions of the company, including the plans to buy RBC Bank, Solomon said the bank has taken “looks
at the code of ethics.”
He said the expansion itself was not the cause of the crackdown on those affiliated with public agencies, but said an
unconfirmed number of PNC employees in situations similar to Rucci’s have recently been asked to leave their
positions.

Rucci, 44, the mother of two children, a freshman and a junior at Upper Darby High School, was active in her children’s
schools prior to running for the school director’s seat in 2007.
“I don’t blame my employer, but I was devastated,” Rucci said.“PNC was regional and always encouraged public
service. It’s national now and requiring all employees to exit public service.”

Upper Darby School District Superintendent Lou DeVlieger and board members commended Rucci for her dedication
and service.

District Business Manager Ed Smith announced an advertisement for a replacement will be published to fill the vacancy
by the Aug. 9 board meeting.
Resumes will be accepted until Aug. 1, followed by interviews by board members.

Gary Winchel from PNC left the school board- Did Ken Slaney from PNC leave the YMCA board for the same reason? Was wondering why he was no longer on the board.

Not sure about being harmless since he is Marlene's bitch. Remember he serves on council because she wants him to. Did you forget it was his idea for Scwhartz to put the raise for the next mayor on the agenda? We get to pay for that forever. If the current mayor gets re-elected and works one day the pension liability will increase about 50%.

You make a good point. I spoke out of turn. He is definitely doing this city a disservice regarding his voting record. He is obviously an elitist with an agenda based on his self interests.

Please define "elitist". As far as I can tell this is a word that Republicans use to describe people with an education beyond high school.
