And who said "Its for the kids" and that there is "absolutely no waste in education" and "if the public wants performance from the education community, they have to be prepared to pay for it"?

If someone can explain - what was the IU doing with the money to begin with? Were they in charge of dishing out State funds? If so, not much accountability there - don't they have to file quarterly reports to the State? And if the districts were expecting this money - why weren't they asking for it? I think everyone involved IU, State and School Districts look like a bunch of buffoons.

Local districts pay the IU for services, for which the IU apparently will tack on a service charge. It looks like whether it was money from the districts to the IU for services, or money from the state to support districts, the IU took a cut for themselves either way, maybe both ways.
