Unfortunately, this just goes to show that even a small body of water [in this case a 4' x 4' fishpond] can be a potential hazard for small children. Every year, hundreds of children accidentally drown in swimming pools across the nation.

My sympathies go out to the family.

I have three children....two toddlers escape/leave the house at sun rise. Flat out if this account holds true the parents are at falt. This poor parenting goes well before todays horrible incident. There has to be a patern. If you look closely, I would say this 5 year old was given a lot of room to roam inside and out.
