If you read Manchins part of the bill it is completely reasonable and does not infringe on the 2nd at all. It very specific and had some good things. The other idiots he works with trying hard to add a bunch of crap that targets guns and the like. Manchin tried to pass something that would help but not infringe on law abiding peoples rights. He shouldnt be faulted for that. Read what he personally wanted and not what others wanted included before you decide. His part was reasonable and made sense. Feinstein would ban every gun except a toy cap gun and those you would probably need a special permit.

TITLE I--PUBLIC SAFETY AND SECOND AMENDMENT RIGHTS PROTECTION ACT SECTION 101. SHORT TITLE.
This title may be cited as the ``Public Safety and Second
Amendment Rights Protection Act of 2013''.
SEC. 102. FINDINGS.
Congress finds the following:
(1) Congress supports, respects, and defends the
fundamental, individual right to keep and bear arms
guaranteed by the Second Amendment to the Constitution of the
United States.
(2) Congress supports and reaffirms the existing
prohibition on a national firearms registry.
(3) Congress believes the Department of Justice should
prosecute violations of background check requirements to the
maximum extent of the law.
(4) There are deficits in the background check system in
existence prior to the date of enactment of this Act and the
Department of Justice should make it a top priority to work
with States to swiftly input missing records, including
mental health records.
(5) Congress and the citizens of the United States agree
that in order to promote safe and responsible gun ownership,
dangerous criminals and the seriously mentally ill should be
prohibited from possessing firearms; therefore, it should be
incumbent upon all citizens to ensure weapons are not being
transferred to such people.
SEC. 103. RULE OF CONSTRUCTION.
Nothing in this title, or any amendment made by this title,
shall be construed to--
(1) expand in any way the enforcement authority or
jurisdiction of the Bureau of Alcohol, Tobacco, Firearms, and
Explosives; or
(2) allow the establishment, directly or indirectly, of a
Federal firearms registry.

I really don't care what they put in a bill, it can be amended and more bills to follow. Little Miss Diane Finstine or however you spell her name, was promised by Harry Reid that her gun grabbing bill will be brought up at a later date. That they wanted to do this in steps. At least it was shut down before it got started.

No dumb ass. Look at the US constitution there are Amendments to the constitution that have bee put in there years after it was created. If it hasn't been amended of the years you wouldn't have a bunch of crazy laws now. 2/3 of the states have to vote for the amendment before it is added. That is why very seldom is there ever amendments. Look back at the footage on the news when it was told to here that her part of the bill would later be voted upon. Tired of being lied to by the government to eventually what they want. We need to stop making new laws until we enforce the laws that are on the books. We have an idiot president that thinks he can pick and chose what laws he wants to enforce and which ones he won't. If something is unlawful and a crime is committed enforce the laws that are on the books.
