Animal cruelty investigation in St. Johnsbury

That's where officials with the Caledonia County Sheriff's Department say they found at least 17 dead animals at 810 Rabbit Plain Road.

It has been noted that the person or people responsible for the care of these animals was not able either physically or mentally (or both)
to provide proper care. Surely there must have been, neighbors, family or friends aware of these problems. Why didn't anyone speak up sooner, and if they did, where were the authorities responsible for following up on reports. Hopefully something will be done so these
people will no longer have an opportunity to treat animals in such a
cruel and unfeeling way
