BALDWIN PARK - The city inched closer Wednesday to disbanding its police department and contracting with the Los Angeles County Sheriff's Department, after a fiery debate and a narrow vote by the City Council.
A preliminary study released Wednesday revealed that a contract with the Sheriff's Department could result in an annual savings of more than $4.5 million and a 40 percent increase in sworn officers who would work out of the city's current police department facility.
Based on that preliminary study, conducted by the Sheriff's Department with the city, the city council voted 3-2 to proceed with a second, more comprehensive evaluation of the potential change. That evaluation comes with a $90,000 price tag.
Mayor Manuel Lozano and councilmembers Monica Garcia and Marlen Garcia determined the cost was worth it, backing the 3-2 decision.
"For one, it's important primarily because of the fact that we're looking at the economy long term. I'm not willing to place the city of Baldwin Park in a position where it could potentially look like the city of San Bernardino," Lozano said. "That's unacceptable."
Council members Susan Rubio and Ricardo Pacheco voted against the move. They questioned the potential savings that staff presented in the initial study.
"Give us time to look it over and really see if this is the best fit for the city," Rubio said. "At the end of the day are we really saving? I would like to take it back, analyze it and really look at the numbers once again."
The City Council directed staff in July to explore options to address long-term fiscal challenges, including possibly outsourcing its public safety services or introducing a public safety tax.
Baldwin Park is projecting a $1 million deficit in its $23.5 million general fund budget for the current fiscal year.
City officials have said they're concerned about long-term challenges posed by pension and retiree medical benefits that could bankrupt the city if nothing is done.
According to Baldwin Park administrators, the city spends $19.5 million on its police department. A contract with the Sheriff's Department contract would come at an estimated $14.8 million price, after making adjustments for a loss of police revenues, such as grants and jail fees, and ongoing costs such as pension obligations, according to city officials.
But Pacheco said the numbers weren't an accurate representation of the police department's financial burden on the city.
He says the Sheriff's contract savings is much less because the initial report doesn't account for revenues the police department brings for items such as tickets and towing fees. The police budget also includes non-departmental expenditures such as animal control and crossing guards, Pacheco said.

The city manager and finance director have lied for Marlen Garcia. This Prozac QueenGarcia has had it in for the police department because they do not want to be controlled by a nut case. The police have fought to be independent and run like a police department should without political pressure. The problem is when you have a puppet chief who is not a leader but a professional ass kisser the police department can't do their job.
Hadsell your a disgrace and Lozano your a Gay man who is controlled by a nut case (Garcia).

Former City Council candidate Cruz Baca Sembello criticized council members for not addressing longterm budget issues sooner and said there would be more opposition.
"This is just the tip of the iceberg," she said. "People will come here and we're going to keep at it and I've told you before, we're not giving up."
Police later escorted Sembello out of the meeting after she stood up to fire back at allegations from Mayor Lozano that she was spreading misinformation. The heated exchange occurred after public comment.
There you go,, When citizens speak up. Lozano throws them out of the council meetings.
And the Baldwin Park police do not stand with the citizens trying to keep the police department from being dis banned. No surprise for me. They didn't stand behind their former Chief either

Sheriff's Department. Among other things, it will look at the qualifications of Baldwin Park's police employees and determine whether they would be able to transfer to the Sheriff's department.

None of this should come as a surprise, we’ve seen this before, and we'll no doubt see it again. Sheriff Baca was sent packing years ago when the council changed its mind in the eleventh hour and they will most likely do it again. That’s right, this happened once before and with a majority of the same council members at the helm. The “claimed” rational behind the move back then was the same as it is today…trying to save a buck.
So what, or should I say “who” got them to change their minds the last time around. I’m betting on a “last minute rally” spearheaded by some very influential people to change the tide and save the police department in the eleventh hour.

Councilman Herschel Keyser, said he wants to consider disbanding the Baldwin Park Police Department. Keyser said Wednesday that he will look into having the city contract with the Los Angeles County Sheriff's Department for police services. He said the department is too costly and accused officers of harassing and intimidating citizens.
And walla walla thirty years later. Nothing has changed.

Baldwin Park police Lt. David Reynoso said the department increased the number of officers in the Gang Apprehension and Prevention Unit from two to four in the past month.

Well the four gang officers didn't last long about three months. The chief and council failed to protect the community. The city manager, Garcia,Reynoso and Hadsell shut it down and now the gangs operate freely in BP with numerous shootings every month.
The council decided to cut the number of officers to endanger BP citizens to make the people vote a new tax in. Well they are not getting new taxes but what they are going to do is bankrupt the city with the sheriffs who raise their rates every year. The illiterate council don't get it but the citizens are paying for their stupidity. Call, email the mayors office and go visit his house on Kenoak by the high school. The city manager stays at the Marriot during the week and Marlen Garcia is on Larry ave just off Maine street. Please leave them notes or visit them.
Even with going sheriff the city is over 4 million dollars in the hole and growing.

I can only hope the sorry bastards at Baldwin Park Police department ( And you know who you are ) develops serious health issues from Black Mold as they retire. Only because you didn't have enough brains and balls to do the right thing and report the mold years ago.
It took stand up citizens to do the right thing.

We paid you enough with your salaries, pensions and health care and all the other perks we don't know about. But that wasn't enough you took 10 million dollars out of the local economy. You took food off of the table of children. I for one will be hoping the sheriffs don't take your sorry ass'ssss.
