Studies have indicated that, prior to high school, homework has very little to do with academic performance. It creats conflict in the home, where kids and parents should be trying to enjoy each other; this is especially true with special needs kids. Russell Barkley, a neuropsychologist who specializes in ADHD, said something like, "If parents are going to be held responsible for making sure homework gets done, the kids should drop off dirty laundry at school for the teacher to do." Some teachers seem to have a fetish about homework.
My other pet peeve about public education are these stupid, time-intensive anti-bullying programs. They don't work; they make it worse and waste alot of time. What was once just a scrap between a couple kids has become a police matter. Hell, even the teachers are expected to be cops. Some school district is going to get sued for big bucks because they couldn't enforce these useless, abeit required, progams.

Homework allows you to know what your child is doing and how well he is doing.
