Look up the last name of :Elmer, in the case search files.Those kids ran all over Cecil county,and mostly Northeast doing everything from B and E to stealing peoples saved aluminum cans.Social Services didn't do a damn thing.The 13 year old daughter got pregnant by a 30 year old man.Social Services didn't do a thing,in fact the drunk assed Orel Elmer and his fat wife let the two get married.
Those kids smoke,drank,stole and even brought the goods home to mama.Those kids got a records as long as Main Street in Elkton.Yes I names names.Billy Elmer broke into my home over a two week period and the neighbors,police.everyone looked the other way while he picked my life apart.He even carried my new tv antenna off the roof and put it on their roof two houses over!
Social Services does nothing more than waste tax payers money over there in Elkton.And until people stand up and start posting names and addresses nothing will ever change.

I guess I was looking more for abuse of power and railroading stories. I can only assume DSS tends to neglect families that need their "support" and harass hard working good natured parents of good ol' Cecil County!?

That falls under abuse of power.They will threaten a single dad for being a single dad and let that kind of inbred crap go on because they are a complete family!I question everyone in that entire building all the way to the Judges.They sit and do nothing,getting promotions and pay raises the whole time.
If you look on their walls,awards and citations designed to make it appear they are worthy of their PUBLIC office.ALL of them,Judges,police,social services.It's a joke.
Government ineptitude at it's best.

That was part of it.I met one of the younger ones,she would be in her 40's by now.She was an easy pick up in the bar,a lush.Running around drunk wanting to 'help'everyone.She woke up the next day in my home,found out I was a single dad and decided I needed help.It took a lawyer to get those asses out of my business and she had to go to alcohol classes.
That was my point,their priorities are all over the place.No set goals,no real agenda,just what ever turns their crank.I figured if I spoke others would have jumped in by now.
People running around with dirty kids,smoking dope around their kids,some,like the Elmer's send their kids out to steal.And I get a hassle when my kids were well behaved,clean,never missed school,played in little league,and I was a coach.I would like to hear a few stories too,actually.

I was informed by my lawyer when my Ex husband gave my 8 yr old the keys to his SUV and aloud him to drive it only for him to drive it backwards through the wreck room doors totalling the truck and for me to find out about many hours later and for him to laugh about it,,,so I call child protective services and they did nothing never even looked into it,,,funny how some ppl are harassed over diaper rash ,this was a clean cut cases that was never looked into.....maybe because of who my EX had as a lawyer

There is a person who has written several letters to the Cecil Whig, under the name "Betsey Ross," over the years discussing abuses of power by the local Dept. of Social Services. Maybe you can find it by searching on the Whig archives online.

I am not that person, and have had no personal contact with the agency. But I have heard a lot of horror stories. I heard that a woman social worker there made people sign illegal "contracts" supposedly forcing them to do certain things-- like not have any pets in the house-- or social services would take their kids.

People do not realize they have legal rights to challenge what this department does. Legal Aid will represent poor people against this agency and more people should take such action to protect their rights.

Its extremely difficult it seems to get legal aid to represent for anything. I have only been able to get legal advice from them and referrals to lawyer services. I was denied services though because "social services is involved". I wish I hadn't tried to comply and knew my rights from the beginning. It is becoming a long drawn out battle. I thank you Not Betsey Ross for the information. Do you know the name of the woman social worker making people sign illegal contracts?

I found some of the letters written by Betsy Ross (Not Betsey as I misspelled it). she seems to have some information and experience but it is not spelled out in her letters. Here is what she wrote last march:

The Department of Social Services consists of many employees serving on various levels under the leadership of one director. As director, there is a responsibility to hold employees accountable for their actions. Unfortunately, it seems the director is unaware of the conduct and/or actions by certain employees at Cecil County Department of Social Services. As the director, such conduct and/or actions should not be tolerated. However, in the case of Cecil County DSS, the employees are evidently being protected by other employees.

Each and every employee aware of and/or participating in these acts should be held accountable. Or does that policy pertain on to child abuse or neglect and not to the conduct and/or actions of fellow employees?

I found a mention that Betsy Ross was (maybe still is?) president of the Cecil County Foster Parents Association. Maybe you can find her through that group.

No problem, jess 26. I hope the information helps you. Maybe you could post on here-- without telling any personal information you don't want to share-- the kinds of problems you are aware of?

The county dept. of social services gets money from the taxpayers through the state and county and we have a right to know if they are or are not doing their job properly.

The head of this department has been there for many years and, from what I hear, is very arrogant and treats families very badly even when they have done nothing wrong.

Where was SS when that poor two month old died two weeks ago. Apparently, they dropped the case in November, mother has three other children 2months, 1, 2 1/4 and 4. leaves children alone to chase boyfriend and baby dies. Hello....
