Why Support a Neutered Ombudsman Law for MD that Won't Protect Homeowners?

There are several states in the nation that have Ombudsman legislation passed. The ombudsman has been portrayed as a state office that will intervene in HOA and Condo complaints filed by individuals. But none of these so-called Ombudsman offices has any enforcement powers or abilities to take action against law violators. These are the Board of Directors that refuse to hold open meetings and give access to the HOA records. These violators are also the community association managers (CAMs)that scheme with the derelict boards and HOA officials that apply code violation penalties unfairly or not at all. These are the same CAMs that promote their friendly attorney involvement to charge fees that sap the budgets of the hard earned dollars of the poor residents.
The question is: should Maryland residents support an Ombudsman office that has no teeth or enforcement powers to do anything meaningful to help the individual homeowners that are having these horrendous issues?
Should an HOA advocacy group support the politicians that seek their support on these neutered Ombudsman positions?
I think not. No respectable advocacy group working in the best interests of the citizenry would give their support and make something credible that is NOT!
We hope that the Maryland Homeowners Association (MHA), a longtime advocacy group that has fought for better consumer legislation, won't support this pollyanish legislation that is being circulated in Annapolis.
Just checkout the Florida, Virginia or Illinois ombudsman programs for yourself and see how ineffective they are.
We have heard that MHA President Jeanne Ketley is supporting any brand of Ombudsman creation legislation in spite of it doing nothing, but maybe protecting the CAMS and derelict boards.
Why would Ms Ketley do this? Why would she stand in sync with the Community Association Institute that is against any meaningful consumer legislation?
