The problems, corruption and vice already there aren't enough? Horrible idea.
Nevada is not a model it was an accident of history. To rely on vice for a tax base is to admit defeat and moral bankruptcy. There is a way forward that will involve real effort and belt tightening without relaxing the restrictions on vices that are socially destructive.
The benefit to the Citizens of AC was far less than advertised and would be in these places as well. It would just create gentrified districts outside of which the same ol would continue.
