Elgin won't let former Latin Kings help gang members get out of that life

The City of Elgin is not allowing gangs to congregate, which is a great idea, but the problem is that the City is prosecuting four guys who are no longer in the Latin Kings and want to actually help gangbangers get out of that lifestyle.
The four former Latin Kings are Elias and Saul Juarez and Ruben and Oscar Sanchez. They totally changed their ways through their belief in Jesus, yet they're being treated as if they're still in gangs.

Yeah, I believe that one. You can fall for the deception all you like. I for one know, you are in for life. You don't walk away from the LK, you are carried out. So Elgin has the right idea on that one.
They are trying to operate outside normal gang behavior to throw the scent. This is not the first red herring they have attempted to pull.
