Razor, how can anyone have a surplus when there is outstanding debt? Creative accounting?

Try that tactic with your creditors. Don't pay any bills for six months and then declare a surplus.

You probably accept the Clinton scheme, when he asked for 300 million and received 200 million and proclaimed he had just saved taxpayers a 100 million.
