Why did Ms Joyce Wilson allow Richard Wiles to completely reorganize the police departments structure on his last day as Chief?

In what world is that a sound management practice? If the last-minute reorganization of the department was such a great idea and savings for the city then why didn't Wiles do it four years ago?

Congratulations to Mr. Wiles, he did a fantastic job! This city sure will miss him. Let's just hope the person who takes his place is just as good if not better than him...huge shoes to fill.

All I ever heard out of Wiles office when I walked by was a lot of carrying on and unprofessional behavior. Let's see if he will run for sherrif against his buddy Carlo Leon.

Chief Wiles is a liar. I'm glad he retired. He lied to all of us about how safer El Paso. He claims the number of police officers fired has gone down. Thats because he forces them to resign so he doesn't have to report the true number of cops fired. His discipline matrix was a a bunch of balogna to make himself look good. Lets keep him retired. Vote for anyone else but Richard Wiles for Sheriff. Spring Cleaning 2008, lets take out the trash. Lets put Richard Wiles and Jaime Esparza out on the curb.

Your statement lost all credibility when you mentioned replacing Jaime Esparza. Do you want a self centered psycho as your next DA?

I think any candidate can replace Jaime Esparza and they need to do so now. Its unfortunate that his opponent has been surrounded by such controversy, but the good thing about El Paso and its voters that all they need to see is a female name on the ballot and they get the sympathetic votes. Thats what a lot of these females are counting on and if you look at the presiding judges you will see that the odds are turning into their favor.

Jaime Esparza has not done anything to merit his continuation in that position. He continues to allow certain attorneys to receive excellent plea deals and continues not to hold some police officers accountable for the behavior when charges of abuse leave IA and to the DA's office. To include the killing of mental health patients. It is only because he is being challanged that he has finally gotten off his butt to put his face in front of the camera and participating in chartiable events. This man had an idea and I am sure was told about the public corruption but because his pals were involved in the middle of these accusations, it was the FBI who had to step in and do what our local DA refused to do.

So do we want a psycho to replace this man...YES...because a silent psycho is just that silent to the public but whose actions are to the detriment of those who he does not prosecute and to those who he turns a blind eye to. 15 years is enough Mr. Esparza its about time you were challanged....now why did it take so long...it could not be because you really were that good???

Just thankful that Theresa is not my daughter. All the controversy about Theresa Caballero has been self inflicted. She loves the publicity. If she cannot even respect her father, what kind of DA would she make. The psychotic paranoid even bought up all of Jaime Esparza's domain names.

any child who sees their mother fight for child support while daddy supports new wife and new wife's kids is not going to acquire any respect from the children. I think Ms. Caballero and her sister were very clear when they were being criticized about their behavior towards the ex Mayor and it was about how their mother pulled tooth and nail to get what he should have given from his wealth.

This thread is about Chief Wiles and he does NOT have my vote either. Samaniego closed his jail doors to police arrests without a judge to determine if the arrest was valid. Wiles hated this and now if he gets elected he will open the doors back to the EPPD and Jaime Esparza and everyone is entitled to due process by the determination of Justice or Judge and not by a prosecutor and the arresting officer that is what you call blatant conflict of interest.

When Samaniego explained this it made sense to me. Too many politco's tied to the same rib and that concerns me in this rat infested corrupted city.

oh by the way I think Joe Wardy is going to repay his favor to Wiles for not arresting or embarrasing him when he was caught with a loaded weapon at the airport. Wiles probably smoothed out the affair with the FBI and Wardy was never charged. Wardy in return will raise money and throw his weight to Wiles as a big Thank you for not arresting Wardy.

I think that El Paso will be better off without Richard as their Chief of Police. As the campaign heats up I think that many issues will come to light and the people of El Paso will see the dark side to this man. He was asked by the website www.elpasoinc.com about his private life and was compared to the Senator from Idaho caught in an airport bathroom. Richard said that was different, but there are many people in the gay community in El Paso that know different.

If you check with the rank and file of the EPPD you will find that the moral has gone up since Wiles has left. His methods of discipline was seen by the rank of file as retailiation against those who did not play ball with him. It is not so much that the moral has gone up by who has taken over for Wiles, but by the fact that he is gone!
The Sheriff's Dept. does not need someone like Wiles who will favor only a certain group but will instead be fair across the baord. This includes dealing with the community.

I don't understand why people from EP don't get better informed.I've been to the forums and I've lost respect for Richard Wiles when he defended having a driver (yes someone actually drove him around). Later I found out he took one of his buddies who is an officer himself and gave him the position of driver. What the ????
If he is elected sheriff he will do the same, he actually defended it with a bunch of mumbo jumbo

I find all the comments interesting about Wiles. Wiles says he loves the El Paso community, says he is from here, his family lives here, etc. Yet, a few months ago he was so ready to leave El Paso and was quoted as saying that he had "outgrown" this city. So why is he so interested in stay now...or will he??

go figure, I have no idea why Wiles suddenly wants to stay. I figured that the mutual dislike that he and Teresa Caballero share and the fact that she may probably be the next DA because those who vote in El Paso and there are not many who do vote always go for the Hispanic female was one of the reasons to leave the EPPD. I think its just the local politico factions running there boys against each other to see which one wins. Money usually has nothing better to do. I am voting for Larry Wilkins, why, because his one and only contribution to date was from the deceased Sheriff Samaniego and that is the only endorsement that I respect.

Richard Wiles sold this whole shenanigan to Joyce Wilson and the City as some big cost savings and efficiency bull. If it was so great, why didn't he do it during his 4 years as the Chief?? In reality the whole plan was put into play so that he could protect his boy toy, Tom Whitten. Take a good look at the new organization. Everything Wiles had directly under him as the Chief of Police, is now under Mr. Whitten to include the Public Information Officers. It is a well known fact that Richard Wiles and Tom Whitten are tight, if ya know what I mean. Now Mr. Whitten controls the pubic information officers and everything that goes out to the press. Have you noticed how the pio's continue to mention Wiles' name in their press releases. Who's really running the PD? You have a right to be concerned, we all should be.
