There is nothing behind your accusations.

RAM- You stated he violated Election Law. A Civil Service Rule is not an Election Law. In the meantime, SISD has open in-district transfers where space is available and at the administrator's discretion. Hundred's of kids apply for in-district transfers every year and the vast majority are granted.

ArmyGirl, DOT said transfers are granted where space is available. Yes, sometimes they are denied because of that, but if space is available they are usually granted.

SISD Policy: Transfers Allowable Transfers *In-district transfers for programs (i.e. HOSA, COSMOS, Dual Language) *Employee Children *Per Policy – Hardship Policy FDA (Legal) & (Local), FD (Legal) & (Local), FDB (Legal) & (Local) Process for Transfers *Parent makes request for transfer at receiving campus. *Receiving campus determines if request qualifies for In-District Transfer and explains the transfer process to parents. *If allowable, direct parent/family to home campus for principal’s authorization. *If not allowable, direct parent/family to return to home campus and enroll. *Final authorization must be obtained by the appropriate Cluster Assistant Superintendent. Appeals *Appeals are to be directed to the appropriate Cluster Assistant Superintendent. *Final appeal is to the Assistant Superintendent for Support Services or designee. Overflows Home (Sending) Campus Responsibilities *Contact Assistant Superintendent for your cluster to secure approval for overflow. After receiving Assistant Superintendent’s approval, home school contacts the overflow campus for available space and notification of impending registration. *Register the student and determine the proper grade placement according to Board Policy – FD Local. Enter ALL student information in Pentamation, to include Screen 5 fields 7, 8, 9, and 16, and then inactivate the student. Do not activate any PEIMS vectors. *Provide parent all PK eligibility documentation. Military must meet age requirement only. *Complete the Overflow Form. *Fax a copy of the Overflow Form to the receiving campus and send the original Overflow Form with parent to the receiving campus. *Deliver the cumulative folder to the overflow campus by noon the next day. Overflow (Receiving) Campus Responsibilities *Language testing, if applicable. *Confirm PK eligibility. Military must meet age requirement only. *Verify all data entered into Pentamation by the home campus, to include Screen 5 fields 7, 8, 9, and 16, and then activate the appropriate PEIMS vectors. *If appropriate, request records from the prior school district. *Fax a copy of the approved Overflow Form to sending campus and to the Transportation Department to arrange for transportation. Appeals *Apeals are to be directed to the appropriate Cluster Assistant Superintendent. *Final appeal is to the Assistant Superintendent for Support Services or designee. Overflow Form: Appropriate Assistant Superintendent’s approval will be the final approval. Forward the white copy to the District Service Center once processed by the campus.

One item not mentioned in the above policy is that both the sending and receiving administrator must agree to the transfer. there was a situation 3 years ago where a Principal decided to not allow 80 (give or take a couple) kids with high test scores to transfer out, but that lasted only as long as it took to call Dr. Duron. In that case, the issue wasn't that the Principal denied permission but that she only denied permission to one group of students.

DOT---Civil Service Rule 17 is the city of El Paso's election law for their employees. I bet the city would say they are law to city employees especially since they told Joe he had to pick his job or school board. Seems you folks don't want to follow the rules. Oh--what a role model we will have representing us on the school board. He will not be able to say he didn't break the rules to get there. And as far as in-district transfers Joe should want to go to his home campus since he represents the whole district---What's wrong with El Dorado High School? I'm sure he will use his position on the school board to his advantage especially since he even questions the fire department. Be careful what you wish for with Joe. I hear he is even requesting an office at the District Service Center. How important does he think he is----He is only a school board member.

Different High Schools have different programs kids want to participate in. My kids should attend Americas but Montwood is closer and has the top GT Program, another friends kids live in Montwood but their kids wanted to do COSMOS, and another neighbors who's kids should also go to Americas transferred to Socorro for the HOSA program... if you want cosmetology you go to El Dorado.....

Well, the gutless wonders on the Civil Service Commission voted to change the rule 17, and now the dumb*ss Sarabia will be able to serve on the SISD board. What a great role model for students -- a pendejo runs for office without bothering to fully understand a straightforward rule, he whines when faced with the prospect of not being sworn in, and then he hires a hot shot lawyer to fix a problem that was the result of his ignorance.

I have seen this district in a mess before---long before this super came to town. Craig Patton will have his little puppets again. And the result will not be good for SISD.

And explain the brilliance behind this decision. Seriously! For the last 15 years, the GT program at Montwood has consistently been one of the best and true GT high school programs in the region.
