Bowie HS Makes Bad Headlines Statewide

Remember a few years back when Bowie HS staff and students, led by Paul Strelzin, sued the Border Patrol for patrolling in the vicinity? It seemed to stem from a Border Patrolman questioning an arrogant, indignant, young man who turned out to be an assistant principal. Bowie got a Federal court judgment that, in effect, stopped the Border Patrol from patrolling that area, even though Bowie is adjacent to the border. It turned Bowie into a Government-sanctioned corridor for illegal aliens, and in effect made Bowie campus into El Paso’s first sanctuary for illegal aliens. Former Bowie students, who would like to have pride in their former school, may be having second thoughts about Paul Strelzin really being the “hero” they once thought him to be.

I cannot remember Bowie HS administrators, or the El Paso Times, ever publicly acknowledging that illegal aliens came directly across the border to attend Bowie High School, or that they were a "problem."

Today, an article by Juan Carlos Llorca appears in a Lubbock online newspaper, clarifying facts that the El Paso media has mostly ignored, or left ambiguous. The article reveals that Bowie administrators, in a desperate act to raise performance levels and avoid State sanctions, including possible loss of accreditation, went so far as to intimidate illegal alien students from attending Bowie by photographing them coming across the border directly into the Bowie campus. That action was to discourage low-performing Mexican students, which, along with other actions against low-performing domesticate ones, to drop out by the sophomore year in order to increase the graduation rate among upperclassmen.

The local media focused mainly upon the rigging of test scores, another desperate measure to attempt to raise the effectiveness rate of teachers, without acknowledging the illegal alien problem. The wave of illegal aliens obviously affected the performance ratings of teachers, but the adverse environment also, inevitably and obviously, affected the performance of other students as well.

An excerpt of the Lubbock news article:

“The idea to cast out the weakest sophomores originated with former Superintendent Lorenzo Garcia, who pleaded guilty to fraud in a case that could put him behind bars for up to 3 1/2 years. He's scheduled to be sentenced Friday…

“After being hired in 2006, Garcia soon began implementing a plan with several other administrators that included pre-testing 10th-graders to identify those who were likely to fail standardized tests. He even asked an employee to photograph students crossing the border so they could be forced out on the grounds that they were living in Mexico and not within the district….”

One can only imagine all the distractions--or activities, besides education--going on around the Bowie campus. Cars going in or out of the school parking lot may or may not have any connections to Bowie. They may be smugglers of people or drugs. The Border Patrol would not dare incur the wrath of a Federal judge with a complaint for checking traffic in or out of Bowie from Paisano Street.

In case of a complaint, Bowie's divorce from law enforcement would bring only minimal or token response from law enforcement. What sane lawman, of his own initiative, would risk a charge of contempt of Federal Court?

I drive by there all the time and the place is crawling with riff-raff. Pimps, dealers, smugglers and the lot have the run of the place. The only redeeming quality is that those with coke money attract some hot s=girls and they are there in abundance too. You can see mini-skirts, whale tail, sheer blouses and sometimes even a nice upskirt. So it's not the best situation but it's not all bad either.

The Judge who issued the order against the BP was Lucius Bunton, a cousin of LBJ, and a Jimmy Carter appointee in 1979. Bunton was raised on a ranch near Marfa.

LBJ was the champion of all obstacles to immigration law enforcement. While Senate Majority leader, he earmarked the I&NS Act of 1952 with the so-called "Texas Proviso." It gutted the aAct that for the first time codified immigration laws. Texas farmers and ranchers and all growers were exempt from the law making it a crime to harbor, conceal or transport illegal aliens. When he was President, 1963-69, the BP got not a single new vehicle or new piece of equipment. The BP was forced to carpool with as many as five agents to a car. Gas was also rationed and agents had barely enough gas to make it from the Montana Headquarters to the border and back. The few patrol cars still running had over 300,000 miles on them.

Many of these and other facts are mentioned in the only novel based upon that era.

This deal was worked out some time ago in a plea- bargain. Everyone knew exactly what the sentence was going to be.

If they had moved the trial to Midland or Pecos fedral district courts and not offered a plea bargain, Garcia would have gotten much more time to serve.

This won't solve Bowie's problems. The school is located at ground zero among El Paso's worst slum dwellers and it stands in the center of low-performing students. The administrators are typical Democrats. They teach the students that they are victims and that society is really to blame for their low performance. Obama and the Governmnet will find a way to bail them out, or find a way to blame Bush. If they can just get taxes raised and get more money, everything will be better.

This school needs to be shut down immediately before anyone else gets killed. I wouldn't let my daughter go there for a concert because I was worried about her being groped, assaulted, raped and fondled.
