Storms kill at least nine in Missouri

For the life of me I can't understand why it is not mandatory that homes in tornado prone areas are not required to at least have a storm shelter. While it isn't possible to always dig a basement foundation because of the nature of the land, it should at least be possible to dig a small underground shelter. That should be mandatory residential building code! Move to an interior room? How many newer homes have an interior room? I haven't seen any, all bathrooms are on outside walls, as are most closets. I can't see much protection there. Better than nothing, but a far cry from what's needed. Time to change things folks!
