Foothill Partners, a development company based in El Dorado Hills, has partnered with Kevin and Russ Pratt, owners of the Kings Village and Scotts Valley Square shopping centers.

Is this new? I didn't think that the Pratt's owned the Kings Village shopping center. Was that a typo?

they don't want to build a shopping center, they want to build a 'street'? sounds like a strip-mall to me.
