Actually you are the one confused. Population, work force, businesses, have been on the decline for at least the last ten years. Look at the high college enrollment for proof. It's been mentioned in local and state wide media for at least the last ten years. Please put on your reading glasses.

El Dorado is a welfare town. Period. The education is poor and the statistics prove it, though some people will lie and make excuses as to why the statistics are "wrong". Population is still in decline. Real estate is too high for such a poor area, and you have to drive an hour and a half to get a decent selection of food or shopping. And good luck buying groceries here if you're trying to live organic, or have any other special diet needs (ex. gluten free). Internet ordering will become your new best friend. Don't let anyone fool you. El Dorado is just like Pine Bluff and the bad parts of Little Rock. Its basically a giant ghetto with a few sparsely distributed middle class neighborhoods. If you've ever lived anywhere that isn't overrun by welfare recipients and their ignorance, you will end up hating this place with a passion. If you don't know any better, you'll be just fine.
