Why would you need a city permit for anything if you don't live inside the city limits?

If you are connected to a water system, it might make sense that the system would require you to have an inspected and approved backflow preventer installation to protect your neighbors from drinking the results of activities that might happen in your pool, with or without your permission or participation.

If you are hooked up to the city water, and you live out of town, you still need permits. Thanks for no help, dumbass.
