This kinda company needs highly skilled workers with a complex skill set. That's not easy to do or train & chances are they'll probably bring in out of state(or even out of country) people before they spend a lot of money in an apprentice type program.
Its cheaper to just bring in people from outside the region.
Of course -- there will be 'support' jobs but most of those are worthless minimum wage jobs that no one wants. Most of the real jobs will be filled by carpetbaggers who will move to the area from other regions in the country.
Mobile's unemployment rate might go down a hair but its going to stay pretty steady going forward.
