have a neighbor boarding several dogs allegedly for the local APA. Cant get the city to check into it or do anything about it. The stench is disgusting. Cant open the windows in the house or allow my grandkids to play outside because of it.

I'm confused. Are you saying a reputable rescue knowingly allowed this person to "hold" "transport" animals for them? Did they not visit her home first?

Seriously doubt that. More like shes like that crazy women that used to work at the apa that started collecting animals saying she was gonna be a rescue. gc only allows three animals per house hold. 25 is way too many for one house inside or out.

She held them for transport to other rescues. They didn't stay there. She had different dogs about every other week.

If they are there their hers. If they eat there sleep there pee there they are hers. Thats like saying those arent my cats I just feed them (lady down the street does that.) The city fines her bc thats what an animal horder does and says to get away with it. plus the cops said her house was very nasty. Im sure they had been there for some time. she deserves to be fined.
