Federal election observers monitor voting in New Brunswick

I quite not understand the story. What do you mean by sending observers because of Hispanic voters? What does that have to do with anything? Isn't anyone allowed to vote no matter where he/she is coming from as long as they are citizens? Just because me or my family are Hispanics I wouldn't like someone harassing me while I am exercising my right to vote because I look suspicious.
