Child transferring into Roosevelt from Holy Savior

My child is transerring into the Public Elementary from Holy Savior Academy. He has already completed Kindergarten at Holy Savior but since he doesn't meet the district cutoff date requirement (born Oct 5), he will have to repeat Kindergarten in the plublic elementary school. He was assessed to be promoted to first grade but didn't pass, their testing standard was very high. I felt that any regular student coming out of kindergarten would have failed the test.
Now I am in a dilema about sending him to kindergarten for another year because I don't want him to feel inferior than other kids. I don't think right now he understands a lot when I talk to him about repeating Kindergarten, and my fear is he might react later during the school year.
Is anyone else in or has been in the same situation?
Should I have him do first grade at private and then bring him into public next year when he is ready for second grade? At the time, they won't require testing!

The Piscataway School District have really serious violations towards kids on School and also the Transportation system sucks, I know for you How you feel you got screwed from this terrible School system, I hope things get better for you Good Luck.
